1. The public perception of the City Council and Borough Assembly is that the two bodies are embroiled with conflicts and personal differences. Do you think a plan could be developed that would encourage the Borough Assembly and the City Council to work with one another for the greater good of the community?

The City and the Borough are separate governments with separate powers, charters and responsibilities. The voters have repeatedly confirmed their belief that the two governments are best left as they are. I have served in public office long enough to believe that virtually all elected officials seek to serve the greater good of the community. The difference of opinion evident in their debates is a sign of strength, not weakness. We are fortunate that individuals representing different points of view are willing to hold elective office. My plan for good government is to be sure that the Borough conducts its business in an open and accessible way, and that all citizens, including those holding office in the City are welcome at our deliberations. As Mayor of the Borough I will seek every opportunity to be aware of and become an active participant in any City proceedings of interest to my constituents.

 

2. Should there be an ordinance that would require local government to require full public disclosure of personal financial information, a business plan, and sufficient collateral of recipients of public funds or resources or lessors of public property?

Ours is a representative form of government. The Borough Assembly holds final responsibility for business decisions made by the Borough. The Assembly may delegate authority for analysis and some action, but are still accountable to the voters for final results. Information is available to the public for review and comment, but the public does not participate directly in making decisions. The Borough conducts its affairs according to the letter and the spirit of all applicable laws concerning open government. The Borough also maintains the confidentiality of business information that may be important to a business decision, but inappropriate for public review.

 

3. Would you support an ordinance in the Borough or the City that would require project labor agreements for capital projects and for operations of the shipyard and veneer mill?

The Assembly represents all the people of the Borough. As Mayor I will advocate harmonious relations among all parties to public projects. I will review and consider for recommendation to the Assembly all potential tools to secure optimum productivity, optimum local hire, and optimum overall outcome. I will draw on my long and successful career as owner and operator of a large business employing many skilled trades and my experience in creative and adaptive management in our isolated island environment. I will make no binding promises now, nor will I reject out of hand any concept that might achieve a good result.
